The Orbital Hub system can be organised as a repeating orbit cycle. - Multi-year cycle A sequence of hubs is announced in advance, for example a five-year “orbit” that visits different regions and themes. - No permanent capital No single city is the capital of the Space Congress. Legitimacy comes from continuity of process and platform, not from a fixed venue. - Thematic continuity Each hub inherits unresolved questions and proposals from previous editions and adds its own thematic layer, creating a long-running conversation. - Regional satellites Around each hub, a set of regional “mini-hubs” or satellites host their own assemblies in synchronised time windows, publishing to The Substrate and feeding back into the main hub.
