Orbital Hubs are chosen according to qualitative criteria rather than raw capacity or launch capability. - Symbolic connection to space Historical observatories, forgotten launch sites, deep-sky locations, or places tied to space-related thinkers and institutions. - Non-traditional space nations Preference for states that are not dominant launch powers but have meaningful ties to space science, communications or Earth observation. - Commons narrative Locations that naturally foreground commons questions, such as oceans, dark skies, equatorial orbits or development-focused applications. - Accessibility and safety Sufficient infrastructure to host international delegates, with attention to visas, connectivity and political stability. - Regional multiplier effect Capacity to catalyse nearby regional gatherings and to involve local universities, labs, civic groups and ministries.
